Contract for a Better New Bedford

This proposed contract lays out both my commitment to this City and measurable objectives for my tenure as Councilor-at-Large. I feel strongly that by working together city wide these objectives are both reasonable and achievable. Why? Because these are not my objectives alone. These are the same objectives we all share together: to improve our homes and our lives; to support and grow our business community; to make New Bedford the jeweled landmark of the South Coast.

   community in all parts of this City.
• I will insist upon and practice complete due diligence in every decision
   confronting the City.
• I will maintain my personal and unwavering standards of honesty, ethics,
   and excellence which are a byword of my commitment to this City.

My Deliverables

3-6 Month deliverables:
1. Pedestrian signage: create historically significant walking trails to move people through the retail center and around the entire historic district. Color coded trails and an attractive, whaling theme for the look of the signage.

2. Signage for 195: attract and remind westbound travelers about New Bedford and it’s happenings. An LED version like the Paul Revere Landmark sign would be most desirable. (sponsored by a local corporation and funded by a matching MOTT grant)

6-12 Month deliverables:
1. Take Pride City Wide: Campaign for a cleaner, greener New Bedford, enriching the lives of New Bedford’s citizens by creating an incentive for improving our homes and neighborhoods. On-line poll for most attractive home, yard, and neighborhood, Cash prizes, Neighborhood Block Party celebrations, possible tax abatement incentives. Co-sponsored by Newbedford360.com, City of New Bedford, Tree City USA, and other corporate contributors.

2. Ordinance Officers : Assigned to retail districts across the City to enforce litter laws, trash storage, lighting problems, vagrancy, pan-handling, noise violations, and loitering,

12-18 Month deliverables:
1. Tax Payer as the Consumer: Convene workshops for city contractors and employees regarding customer service and follow through. Opportunities for professional development offered to the city employees to improve tax payer experiences (professional development grant monies may be available in our CDBG funding, and in the form of work force training state grants from the WIB.)

18-24 Month deliverables:
1. City Assets: Complete a survey of current city assets, and explore ways in which they may be better utilized. Create development plans to increase revenue and better leverage those assets for economic development. Explore alternative options including tourism, real-estate operations, or sale of unutilized assets. (ie. Fort Taber as a seasonal entertainment venue, Ghost Tours of the Armory etc)

Henry Bousquet

Henry is a New Bedford, Massachusetts native. He comes from a long line of city employees. He graduated from, St. Anthony Elementary, Greater New Bedford Regional Vocational Technical High School and then from Bristol Community College with an Associates Degree in Communications.

Henry is thirty-one years old and has two children. He and his wife Theresa (Tee) have been married for 6 years. They own a home in New Bedford. He has been working in restaurants most of his life. He’s owned Four Corners Breakfast on Nauset Street for two years and Cobblestone Restaurant in Downtown for the last four years. In addition to his Associates Degree Henry holds a Culinary Educator Certification and is a Culinary Instructor at GNB Voc Tech. He is also a student at Fitchburg State College earning his Baccalaureate Degree in Occupational Education.

Henry has always had a passion for public service. As a business owner Henry jumped right into the non-profit volunteerism scene donating time, gift certificates, and services. He was a Board member at Downtown New Bedford Incorporated, is a SMILES mentor and an active alumni at BCC. His passion for the city of New Bedford and its future is evident in the pieces he writes for publications like http://NewBedford360.com, the Weekly Compass and his occasional editorials in the Standard Times. He decision to leave the entrepreneurial world and enter education supports his commitment to family and the future of this city.
